Why?

Now Billy Sims is going to spend hours using this antiquated chart to try and concoct a way to get us 6 second round picks and fill all of our holes with mediocre talent.

I'm not sure if this has been updated since the latest CBA went into effect. I'd place an even higher value on top picks now that they don't kill your salary cap.

From what I understand, this is the most recent version.

I'd love to see the bust rate for every pick (at least in the first 3 rounds). I'm assuming that's not taken into account when building this chart.

So would I. But I'd say that the values attributed to the top picks in the pre-CBA days were waay overinflated (given the cap issues). IMO, as a result of the new CBA, the actual value of top picks has "grown into" the value attributed to them by NFL GMs, rather than having outstripped that value.

I would agree with you, but keep in mind that the reduction for rookies pretty much took place for picks across the first three rounds. Some of the trades the past couple years have been really weird, so I'd say teams have pretty much abandoned the pick value chart and are more apt to consider what player is available to them and what that guys relative worth is.
