I think tort reform is necessary, but I believe it is overstated in importance.
Anyway, for tort reform you simply take the legal thing out of the equation entirely.
Give doctors complete legal immunity, and then have patients opt to purchase individual insurance plans that would compensate the individuals for any malpractice that occurs.
