Personally I say what's the big deal if they did give permission to shoot down the plane? I mean, every pilot in the USA if not the World knows that there is a no-fly zone around the Capitol and if you enter the no-fly zone and don't respond to radio calls, then either you're and idiot or a terrorist, especially since 9/11. Just seems like common sense to me.
