Correct me if i'm wrong... but I think it is how much money each team is designated to sign their rookies... which is why teams without a first round pick like New York are near the bottom, but teams with two first round picks like Minnesota are near the top.

Thats what I was thinking as well... Actually thats probable what it is as New york and Buffalo are at the bottom and all the teams that had later round picks are at the bottom as well...
