I believe it is when the message is actually sent, goes out to the other person...why? are you having problems or just wondering?

Well I sent a message to someone like half an hour ago to let him know he's next to draft in the Adopt-A-Lion, but the message is still in my outbox. You would think it would be in my sentbox by now, but it isn't. Should I try re-sending the message??

Outbox means he hasn't read it yet. Sentbox means he's read it.
