IMO that's ridiculous. "Full time officials" is a mantra put in place by the union representing the refs, and the ONLY difference is that they want to get paid for a full season, while working 16 weeks. It's ridiculous.

I'd assume that there's something in the labor code where having a full-time employee makes it easier to bring them in for trainings, professional development, etc.
