I think what they are saying is that they really don't have a better idea at the moment so let's take some time to figure it out since they have to be doing work now to get this set up anyways for next year.

In this case, they all know it sucks by popular opinion they just don't think they have a better solution. But at least they know they don't have the answer... politicians think they always have a good idea...
